The Court set aside a PRRA noting: "[12] The information contained in the objective documentary evidence relied upon by an officer is not for his or her selective use. It is incumbent on an officer to expressly consider contrasting points when arriving at a determination. Failure to do so leaves open the inference that the officer overlooked the contradictory documentary evidence when coming to a negative determination."
